Zone Change Sought for City-Owned Land

The City Council today will consider allowing houses to be built on two city-owned lots in Oxnard Shores.

The parcels, about 1 1/2 acres each, are on the west side of Harbor Boulevard between Breakers and Reef ways and on the north side of Whitecap Street east of Mandalay Beach Road. City staff has asked the council to change the zoning of the parcels from coastal resource protection to single-family beach.

A public hearing on the matter is scheduled for 8 p.m. at City Hall.

If the council approves the zoning change, the city’s Coastal Zone Map would be consistent with the Coastal Land Use Plan, which designates the parcels as residential areas, said project planner Deanna Walsh.

City staff would be directed to work with the California Coastal Commission to rezone the property, which would allow the city to sell the lots, said Assistant City Manager Karen Burnham.

Dierdre Frank, who lives near the lots, is opposed to the loss of open space and said the project should be subject to an environmental impact report.

“The land is a former dumping ground for oil waste,” said Frank. The City Council meets at 7 p.m. at 305 W. 3rd St.
