Limits on Performers Proposed for Promenade

In response to complaints, the City Council is considering limiting street performers on the Third Street Promenade and the pier to two hours per spot.

Council members, merchants and some performers say the measure would allow pedestrians to move more freely and prevent performers from monopolizing prime spaces. Merchants also have complained about bands playing in front of their stores all day.

Although the proposed law was drafted with the input of several street performers, about 20 people urged council members Tuesday not to require the performers to move, and several threatened to sue. They said the law could prevent performers from making a living.

But the council voted 7 to 0 to approve the law in concept. A final vote is scheduled next week, and the measure probably would take effect immediately.

The law would require performers to move at least 120 feet every two hours. It also would require them to maintain a distance of 40 feet from storefronts and one another.
