City Manager Dan Joseph says the annexation of Las Flores and Ladera Ranch should have a positive financial effect on the city. He said a new study, which may still be revised before the City Council reviews it Aug. 16, shows that Ladera Ranch should contribute more money to the city than it will cost to provide services there. Although the analysis says tax revenue from Las Flores will fall short of the cost of services, the two together net a positive cash flow.

A preliminary report, prepared by Alfred Gobar & Associates last fall, showed that both communities would have a negative financial impact on the city. The report was sent back for further review with more figures focusing on how the city provides services.
