Resident Donna Mulvaney received special recognition at Tuesday’s City Council meeting for having been named the 1998 Laguna Niguel Citizen of the Year. Mulvaney was awarded the honor in April for her work with the city’s Girl Scouts and the environment. During her 30 years of Girl Scout involvement, she has trained more than 1,100 adult troop leaders, was elected vice president of the board of directors for the Orange County Girl Scout Council and helped direct the 800-member Girl Scouts Aliso Niguel Service Unit. She also established a successful tree-planting program at the city’s botanical preserve.
