Preliminary work on the Bixby Old Ranch Towne Center project is expected to begin within the next few weeks, according to the Bixby Ranch Co. The company is still battling a lawsuit from Los Alamitos over the controversial northern Seal Beach project, which is opposed by hundreds of area residents because of traffic congestion fears. But according to company Vice President Ron Bradshaw, they are putting final plans and permits together and expect to start work by April 1.
