LAGUNA BEACH
Former City Councilman Wayne Baglin was recently elected chairman of the Regional Water Quality Control Board, officials announced. Baglin, a longtime advocate of improving water quality in the creeks and ocean areas in South County, is the liaison between Laguna Beach residents and the Aliso Water Management Agency, which he now serves. He is responsible for waste-water treatment and disposal in the Aliso Valley and Laguna Canyon areas, officials said.
