LAGUNA WOODS
The El Toro Reuse Planning Authority officially welcomed the city and its representative, Councilman Bert Hack, as the eighth member of its group Monday night. The new city joins Laguna Hills, Laguna Niguel, Laguna Beach, Dana Point, Mission Viejo, Irvine and Lake Forest in their battle against the proposed airport at the Marine base.
