A new housing development is in the first planning stages north of the Brea Highlands project. Brea Canon Oil plans to unveil a proposal to the public in January to build homes on 100 acres of a 525-acre parcel. Developer Jim Powers said the company is acting on behalf of the estate of the late Albert Levinson, who owned the land. Single-family homes would be built on the site, while 425 acres would be donated to a wildlife conservation agency.
