The City Council recently approved $600,000 in federal funds to local property owner Chuck Fry, who is attempting to purchase and rehabilitate the trouble-plagued Haster Gardens apartment complex. The complex has long been considered the city’s worst housing, with myriad health and safety code violations. After a two-month rent strike by tenants, an Orange County judge in April appointed a receiver to manage the property, which has multiple owners. Escrow is expected to close on 34 of the units in the next couple of months, at which time Fry would begin making improvements to the common areas and the units.
