The Birch Street Promenade is set to get an asphalt cap if the City Council approves a plan today. The edge of the concrete gutters sits above the roadway, something Promenade business owners say causes some people to trip when they cross the street, especially the elderly.
If the City Council approves the asphalt cap as expected, road crews would immediately start capping Birch Street and Walnut and Madrona avenues.
