The City Council delayed handing out annual bonuses to department managers Tuesday because it could not decide how to evaluate their job performances.
According to city policy, the city manager would evaluate the employees and determine how much they should receive in their bonus. Interim City Manager Daniel Miller, who started the job in September, said he could not rate the managers’ performance during the last year.
