Expanded Probe of CYA Abuses Urged

The state should expand its investigation into alleged abuses by guards at California Youth Authority institutions and take swift action to reform the agency, a group of civil rights activists and parents of CYA inmates said Thursday.

Earl Ofari Hutchinson, director of the National Alliance for Positive Action, commended Gov. Gray Davis, whose inspector general uncovered the alleged pattern of abuse, including the use of excessive force against inmates.

“But that’s not enough,” Hutchinson said at a news conference outside the state Ronald Reagan Building in downtown Los Angeles. “Now that the inspector general has issued this very devastating report about conditions in California youth prisons, the next step is, Gov. Gray Davis has to take immediate action to correct those abuses.”

Hutchinson specifically called for disciplinary action against abusive guards and a probe of educational programs in CYA facilities.
