The City Council will hold a study session at 3 p.m. Tuesday to discuss the budget and financing plan for the Black Gold Golf Course project.

The city plans to use bonds to finance the $18.3-million public golf course, which will be located in the Shell Oil Corp. residential development at the base of the Chino Foothills. The council will review the project’s budget, which started at about $12 million, and the proposed financing plan.

Council members are expected to vote Tuesday night on a $21-million tax allocation bond issue, which would be backed by redevelopment funds.
