* Clifton D. Patten has been appointed vice president of finance for Simi Valley Hospital & Health Care Services. This marks a return to the hospital for Patten, who served as director of accounting from 1983 to 1987.
Patten had been working as vice president for finance at Glendale Adventist Medical Center.
* Diane R. DeChaine and Gitana M. Johnson with Tolman & Wiker Insurance in Ventura have been designated charter property casualty underwriters by the American Institute for CPCU. The designation is given to individuals who pass 10 courses and examinations and who meet ethics and experience requirements.
DeChaine specializes in large commercial accounts and has a background in premium rating and property exposure. Johnson specializes in large commercial property and casualty insurance.
* Fresh Directions International in Ventura has appointed Yachen Wang as international sales coordinator, Merry Gourley as national sales representative and Anand Krishnaswamy as international projects coordinator.
Fresh Directions distributes fresh produce worldwide. Its main products are avocados, mangoes, papayas and coconuts.
* David Brubaker has joined the Bank of Ventura as senior vice president and chief financial officer. He has been in the banking business for more than 15 years.
