On a 6-0 vote, with Councilwoman Pam Julien absent, the City Council awarded a two-year, $330,000 contract for street-sweeping services to Norwalk-based Nationwide Environmental Services. Beginning in January, the city will implement a new program in which street-sweeping work will be split between Nationwide and city employees. The new program will test the city’s philosophy of managed competition, which officials tout as a way to make city government more efficient and cost-effective. The city plans to compare each side’s performance to determine which is better.
