The City Council reluctantly approved a measure Tuesday night to evaluate the land use of potential Anaheim light-rail stations and the areas around them.

John Lower, the city’s traffic and transportation manager, said that the evaluation will not occur unless the Orange County Transit Authority decides to go ahead with the Center Line rail project. Thus, the council’s concerns stemmed mainly from philosophical objections to the light-rail project, rather than the proposal at hand.

Members voiced concern that support of the proposed land-use evaluation would signal support for the construction of light rail through Anaheim. But Mayor Tom Daly pushed the council to pass the measure, saying, “I would hate to miss the opportunity to stay in the loop.”
