Fountain Valley resident Donald Crawford filed a civil lawsuit last week in Orange County Superior Court alleging that the Huntington Beach Union High School District has violated Proposition 209 by implementing an intra-district transfer policy at its campuses based on race.

Sharon Browne, an attorney for the Sacramento-based Pacific Legal Foundation, which is representing Crawford, said the intent behind the complaint is to repeal the district’s policy which limits open-enrollment to students seeking a transfer.

The policy was designed to preserve an ethnic balance at the schools, most notably Ocean View High School, which is at the center of the controversy. District officials blocked a number of white students there from transferring to other schools last year because they said it would upset the campus’ ethnic balance.

Crawford’s residence is within the high school district. He has one child currently in the district and another who recently graduated.
