Vietnamese community members will host a ribbon-cutting ceremony to celebrate the opening of a community center, to be called the Free Vietnam Community Center, consisting of a small library, an exhibition room and a large conference room. The event will be held at 11 a.m. Oct. 9 at the center, at 13139 Harbor Blvd. Information: (949) 492-3735.
