Three San Clemente residents have filed a petition with 3,322 signatures for a ballot initiative in November to prevent the city from issuing any building permits for new residential structures within the city unless Avenida La Pata is extended to four lanes and opened to traffic between Avenida Pico and Antonio Parkway.
So far, 97% of this year’s residential building permits have yet to be issued.
The City Council has an option to challenge the initiative, pass it or let the voters decide in November.
