Loud protests by angry business owners were not enough to stop the City Council on Tuesday from unanimously approving permanent development guidelines for the El Toro Road commercial corridor.
The guidelines, which will impose restrictions on future construction in the 856-acre area, were first adopted temporarily two years ago to set standards for the revitalization of El Toro Road from Interstate 5 to Trabuco Road.
