Policy and Clark Agree to Pay for 49er Violations

President Carmen Policy of the Cleveland Browns and team vice president Dwight Clark agreed Friday to pay $600,000 for alleged NFL salary cap violations while with San Francisco.

The settlement calls for Policy to pay $400,000 and Clark $200,000.

The principal issues involved provisions in quarterback Jim Druckenmiller’s rookie contract, deals signed by linebacker Lee Woodall and tight end Brent Jones, and an agreement with quarterback Steve Young.

“Although there are many legal and factual differences of opinion over many of the issues, everyone connected with the matter agrees that this settlement is in the best interests of everyone involved, including the NFL,” Policy said in a statement.

As part of the settlement, the 49ers agreed to pay $300,000 and surrender two draft choices--their fifth pick in the 2001 draft and third selection in 2002. In addition, the 49ers agreed to recognize a commitment of $483,000 that the club’s prior ownership and management made to Jones.

Red McCombs, owner of the Minnesota Vikings, plans to meet with San Antonio officials to discuss a proposal to move the team to Texas.

McCombs, who is from San Antonio, said he would give the proposal his full attention, though he indicated that his primary interest is to keep the Vikings in Minnesota.

“The Vikings are the Minnesota Vikings,” McCombs said.

The Vikings maintain that, because of the Metrodome’s limitations, they are among the lowest revenue-producers in the NFL.

Quarterback Jay Fiedler and running back Lamar Smith will return to the Miami Dolphins’ starting lineup Sunday against Buffalo. They sat out last week’s win at Indianapolis with injuries, Fiedler with a pinched nerve in his neck and Smith with a sore hamstring.

Cornerback Bryant Westbrook of the Detroit Lions, who tore his left Achilles’ tendon early in Thursday night’s 24-17 loss to Minnesota, will be sidelined the remainder of the season.

Green Bay defensive tackle Santana Dotson underwent surgery to repair of the quadriceps muscle in his right knee.

The procedure “went well and as expected,” trainer Pepper Burruss said.

Dotson was hurt in the second quarter of the Packers’ loss at Carolina on Monday night. He will be sidelined for the remainder of the season.
