Late-Tallied Schools Hear of Rewards

More than 75 Orange County schools that were left out when officials ranked all California schools in October received their scores Thursday.

For more than two-thirds of those schools, the news was good, much as it was for schools countywide in October: They boosted scores on standardized tests enough to qualify for a pot of state money intended to reward teachers and boost academic achievement.

That money, which includes funds for school programs and checks that could go directly to teachers in high-performing classes, will be handed out in the spring.

Ian Collins, principal of Dwyer Middle School in Huntington Beach, said he was pleased but not surprised to learn Thursday that his school had surpassed its score improvement target and qualified to receive awards.

“We put in a lot of programs to help our at-risk students,” Collins said, noting that teachers last year were encouraged to mentor struggling students and give them extra help in math and reading.

Most schools in the state received the Academic Performance Index scores in October, but for a variety of reasons, those Orange County schools and others up and down the state did not have their data ready for the state to compute their API in time, said Doug Stone, spokesman for the California Department of Education.

The API, which was launched last year, is the cornerstone of the state’s new school accountability program. For now, API scores are based solely on students’ performance on the Stanford 9 test. Schools are judged on how well they do on the test, and on how much they improve from year to year. In the future, the API will also consider attendance and students’ grades.

In January, the state will release score improvement targets that all schools must try to meet on next spring’s tests.

How Schools Fared

Below are Academic Performance Index scores and statistics for Orange County schools that were tabulated late. Most other schools had been tabulated in October.

* Schools within a district are listed in alphabetical order by level, elementary schools first.

* In column one, the 2000 API score is on a scale of 200 to 1,000.

* Column two is the school’s score improvement target. That is the number of points the index must rise for the school to qualify for rewards. An asterisk indicates that no target was set because the API was 800 or higher in 1999. Those schools had to improve their score by only 1 point.

* Column three is the number of points the school’s score rose or declined. If the school met or exceeded its target, the number is in boldface.

* Column four indicates, yes/no, whether the school met its growth targets for significant subgroups. Those include students from low-income families and various ethnic groups.

* Column five is the percentage of students tested. To qualify for rewards, elementary and middle schools must test 95% or more of eligible students. High schools must test at least 90% of eligible students.

* Column six indicates, yes/no, whether a school qualifies for the state’s reward program. If a school meets its overall growth target but fails to hit targets for subgroups or participation rate, it is not eligible.
