The City Council had to take a recess to cool tempers after an environmental group, co-founded by Mayor Bev Perry, gave a presentation to the council recently on Proposition 12. The presentation, leaning in favor of the measure, caused an argument between Perry, Councilman Steve Vargas and members of the audience.

The Wildlife Corridor Conservation Authority, a group charged with preserving wildlife habitat in Southern California, ended its annual status report to the City Council by giving a presentation on the state proposition, which seeks a $1.2-billion bond to be spent on park land.

Last week, Councilmen Marty Simonoff, Roy Moore and Vargas said they thought the city had no business giving its opinion on state propositions. When the group launched its presentation on Proposition 12 Tuesday, Vargas balked, saying it wasn’t proper.
