Council members voted 4 to 1 on Thursday to raise speed limits on 13 city streets after a California Superior Court’s decision last year to strengthen a state speed limit requirement.

The court ruled that cities may not set speed limits lower than the rate at which 85% of the motorists drive, unless the street has traffic obstacles such as tight curbs, hidden stop signs and crosswalks and a high concentration of parked cars with children who readily exit the vehicles.

Higher speed limits would affect Alipaz Street, sections of Calle Arroyo, Calle Aspero, Camino Capistrano, Camino Del Avion, Camino La Ronda, Highland Drive, Junipero Serra Road, La Novia Avenue, Rancho Viejo Road, sections of San Juan Creek Road, Trabuco Creek Road and Valle Road.
