City Councilman Mark Schwing said he voted this week against letting the public view the city’s investigative reports on City Manager Arthur C. Simonian because he did not want to subject the city to any more lawsuits.

Schwing said he is tired of the city spending money on issues related to the embattled city manager, who is on paid administrative leave while interim City Manager Daniel Miller gets paid to handle business at City Hall. The city is suing Simonian to recover as much as $300,000 in bonuses he is accused of paying himself without proper authorization. Simonian, in turn, has denied any wrongdoing and sued to get his job back.
