The Palo Alto City Council was expected to approve a contract Tuesday night to hire Brea City Manager Frank Benest to succeed Palo Alto’s city manager, who retires in April.

Benest told the Brea City Council on Monday that he had negotiated a contract with the Bay Area city to become its next city manager. The Brea council is scheduled to meet later this week to tell Benest what city issues they would like him to focus on before he leaves.

Benest declined to comment beyond confirming the Palo Alto City Council would vote on his contract Tuesday. He said it was inappropriate to comment further until a formal decision had been made by Palo Alto.
