The City Council voted 4 to 1 to discontinue a public hearing to decide whether a Beardsley Circle homeowner created a public nuisance by using bird feed to attract flocks of wild ducks to her backyard.

The homeowner said she has stopped feeding the birds, but up to 25 ducks continue to visit her backyard.
