Dogs’ Vicious Attack in Sylmar

Re “Man Attacked by 2 Pit Bulls Remains Hospitalized,” Feb. 18.

Although extremely tragic, this dog mauling is not a surprise to anyone who lives in Sylmar. Dogs freely roam the streets and it is not uncommon to see three to five dogs roving in a pack. People are afraid to walk down a public street. When [you are] working in your front yard or getting your mail, stray dogs approach you. Despite many complaints to the Department of Animal [Services], the problem continues. There have been many other less serious attacks.

The basic problem is unlicensed dogs, government inaction and owners who do not care and believe “my dog won’t bite.” Joint action is needed by Councilmen [Hal] Bernson and [Alex] Padilla to help remedy this dangerous situation. How about actively enforcing existing laws, a public education campaign and frequent dog roundups, especially from 5 a.m. to 8 a.m. when the packs are most visible?

The absolute cause of this horrible attack was dogs running loose. [This may be a] violation of the leash law. Licensing your dogs is an existing law. Implanting permanent microchip identification in all dogs released from Los Angeles city shelters [has been mandated by the City Council].

Does anyone really believe the irresponsible owner who fails to license and control his dogs under the existing laws is likely to spay/neuter them under the proposed ordinance that would raise license fees for unaltered pets?

Until Animal Services is funded to enforce existing laws, roaming dogs will continue to be a danger.
