The City Council has approved a plan to raise development charges to support necessary capital water improvements over the next 20 years.

The city will raise the development fees 1% annually for 20 years.

Development charges are fees developers must pay to support extending and maintaining water facilities to include their projects. None of the fee levels had been raised since 1990.

The May 1999 Water Master Plan, passed by the Capistrano Valley Water District last year, identified an estimated $27.8 million in capital improvements needed. About half of the money was to come from the development charges. The old fee levels were projected to bring in $8.4 million over the same time period.
