The City Council on Tuesday reversed the Planning Commission’s November decision to revoke the conditional-use permit of the Rainbow Inn, a motel at 831 South Beach Blvd., by a vote of 4 to 1. Mayor Tom Daly dissented.

The Planning Commission had revoked the permit based on the property’s numerous code violations. Tuesday, the council reinstated the permit for one year based on appeals by the owner’s lawyer, Peiwen Chang of Long Beach. Chang told the council that the owner, who acquired the property in July, intends to bring the motel into full compliance.
