A zone change that will allow the Capistrano by the Sea development to be built cleared its final hurdle Tuesday night after Councilman Wayne Rayfield, who had voted against the measure moments before, reversed his vote to break a deadlock.

Rayfield’s reversal raised the ire of fellow council members William L. Ossenmacher and Harold R. Kaufman, who viewed the move as an “11th-hour” negotiating tactic.

The council approved an ordinance that amends the city’s General Plan to zone the entire 25-acre parcel for residential use while allowing nearby St. Edward’s Church to buy 2.5 acres that it will use for parking and to expand its on-site school.
