The City Council voted unanimously Tuesday to change a residential zone on the south side of East Culver Avenue between Shaffer and Cambridge streets to prevent residents from building more than one housing unit on their large properties.
Nearly 20 speakers spoke in favor of the zone change during a public hearing, and about five residents urged the board to not alter the zoning.
