The city will decide next week whether to move its battle with Camp Pendleton over a proposed helicopter training facility from the negotiating table to the courtroom.

The City Council on Wednesday authorized its staff to begin drafting a lawsuit that seeks to halt construction of the Helicopter Outlying Landing Field being built about 3 1/2 miles from the city limits. The council will decide Jan. 28 whether it will file suit against the Marines.

Barbara Lichman, an aviation attorney representing the city, declined to comment on what grounds the potential lawsuit could be filed. She has, however, questioned the validity of military environmental documents that state the facility will not exceed state and federal noise standards.
