The City Council upheld its earlier decision to limit guests of the Covered Wagon to stays of no more than 30 days at a time.
Owner Gregory Parkin argued that a limit on stays unfairly targets the working poor who cannot afford Orange County’s high rents.
The council extended the operating permit of the motel to five years. Under the rules, motel occupants are limited to 30 days within any three-month period. City officials said the limit helps reduce crime.
