The scarcity of land is beginning to worry officials at the Placentia-Yorba Linda School District, which uses developer fees to finance its capital improvement projects such as more classrooms.

Officials say all seven square miles of the city are nearly built out. “Most of the large parcels of vacant land have been built on already,” said Joyce Rosenthal, the city’s director of development services.

“Developer fees will stop soon and that will definitely affect us,”

said Michael Bailey, the director of facilities and planning for the school district. “But we still have student growth because of other reasons.”

Bailey believes that reducing the revenue the district derives from developer fees could eventually lead to talk about bonds. But that reality may be a few years off, he added. “The housing projects on the books right now show we still have a couple of years of developer fee revenue.”
