BOARD OF SUPERVISORS

Voters go to the polls Tuesday to choose candidates who will appear on the November ballot. Here’s a closer look at candidates for Congress, state Senate and state Assembly. Candidates were asked about their goals and their stand on the proposed El Toro Airport. They were also asked their position on county toll roads which have come under scrutiny in recent months.

DISTRICT 1

Charles V. Smith

Personal: 67, married with four children.

Education: Bachelor’s degree in electrical engineering, graduate work at UCLA

Career highlights: Incumbent. Chairman of the Orange County Board of Supervisors, mayor of Westminster, president of the Orange County League of California Cities, chairman of the Orange County Transportation Authority.

Goals: Improve health care, stabilize the county’s long-term financial picture and ensure that bond ratings stay high. Also wants a long-term solution to the county’s need for jail beds.

El Toro: Part of the board majority favoring an airport at El Toro.

Toll roads: Wants further investigation.

Eleazar G. Elizondo

Personal: 28

Education: Chapman University political science degree and graduate work at Cal State Fullerton.

Career highlights: Teacher in the Santa Ana Unified School District, chairman of Santa Ana’s Community Redevelopment and Housing Commission, aide to U.S. Sen. Barbara Boxer (D-Calif.) and Assemblyman Lou Correa (D-Anaheim), and civil rights analyst for the U.S. Department of Justice.

Goals: Wants to improve public health and public safety. Favors a program ensuring a healthy family, including children’s day care, vaccinations and after-school programs.

El Toro: Supports Measure F, saying that supervisors have left residents out of the airport decision-making process. Would favor an airport provided it can be part of an equitable planning process.

Toll roads: Wants hearings to determine whether any fraudulent activity took place.

DISTRICT 3

Incumbent Orange County Supervisor Todd Spitzer is running unopposed for the 3rd District seat.
