The presidential primaries and Measure M, a local zoning initiative, lifted voter turnout this week to 61%, the second highest in the county, according to the county registrar of voters.

Seal Beach’s turnout was surpassed only by Laguna Woods’ 68%. Of the city’s 17,657 registered voters, nearly 9,800 cast ballots Tuesday.

Joanne Yeo, who has been the city clerk for 20 years, said the city traditionally has a high turnout, usually 35% to 50%.
