Petitioners have asked the city to spend money on a group of residents who don’t vote but have been part of San Juan Capistrano for generations: stray animals.
The petition, signed by 1,000 people, urges the city to build a “pro-life” animal shelter using surplus traffic ticket fines.
Animal services for the city are provided by the county for about $85,000 per year, said City Manager George Scarborough. A “pro-life” shelter would cost the city about $600,000 the first year and $400,000 every year after that.
Petitioners said the extra money the city expects to gain as a result of the cameras installed at intersections to catch red-light runners could be used to pay for the shelter.
