* Warner Bros. Pictures in Burbank announced three executive promotions. Patti Connolly, formerly senior vice president of business affairs, is now executive vice president of business affairs. Connolly will oversee all business and legal aspects of film production. Dan Furie, who served as vice president of business affairs, has been promoted to senior vice president of business affairs. Furie will be the prime negotiator in deals with talent and producers as well as the acquisition of literary rights. Pamela Kirsh has assumed the post of senior vice president and general counsel. Kirsh had been vice president and general counsel in the legal department. Kirsh will supervise legal aspects of film development and production worldwide. Both Kirsh and Furie will report to Connolly.

* David Arpin has been appointed executive director of IPC’s consulting division, e-IPC of North Hollywood. Arpin had been executive director of the company’s services in Houston.

IPC manages patients’ hospital care through a network of acute care physicians in seven major markets. The company also offers proprietary software and consulting services.

* ValueClick in Westlake Village announced the promotions of four executives. Harris Bernstein has been promoted to vice president of sales, Northwest region. Bernstein’s primary responsibility is sales in the San Francisco and Silicon Valley market. Steve Carter has been promoted to vice president of network operations. Carter will continue to oversee quality control of the company’s network.

Shayne Mihalka has been promoted to vice president of network development and business operations. Mihalka’s primary responsibilities will include network development and growth.

Michael Laur was promoted to vice president of international business development. Laur’s focus will be on developing international business.

* Vicki K. McDonald has been named vice president of marketing for Health Net of Woodland Hills. In her new job, McDonald will be responsible for marketing strategy, advertising, consumer research and product marketing.

Health Net, a subsidiary of Foundation Health Systems Inc., is a network-model health plan serving more than 2 million members in California.
