Experts from the worlds of finance, education and transportation will outline plans for spending billions of dollars in state bond funding for transportation, parks and schools at a meeting of the Westside Urban Forum at 7 a.m. Friday at the Regency Club, 10900 Wilshire Blvd., Westwood. Moderated by David Brodsly, a vice president at investment banking firm Kelling, Northcross & Nobriga, the panel will include Joseph Edmiston, executive director of the Santa Monica Mountains Conservancy; Kathi Littman, director of new facilities for L.A.
