Perren to Speak in Cal Lutheran Series

Appellate Justice Steven Z. Perren will speak next week as part of the Colloquium of Scholars series at Cal Lutheran University on recent trends in the criminal justice system.

Perren, who was elevated to the 2nd District Court of Appeal in 1999, will discuss the emergence of specialty courts that emphasize rehabilitation over punishment for some classes of criminal defendants, including those facing minor drug and domestic-violence offenses.

The so-called “therapeutic courts” prescribe treatment for offenders and are emerging across the country.

Perren, 58, served as a Ventura County Superior Court judge for 17 years. He has long advocated increased spending on rehabilitation of juvenile offenders. The county Board of Supervisors recently announced plans to name a soon-to-be-built juvenile justice complex after him.
