Legislation to provide money for a Newark arena for the New Jersey Nets and New Jersey Devils won’t come up for a vote before the state legislature’s session ends Jan. 7, after it failed again to make it out of the Assembly Appropriations Committee.

The committee’s decision Monday not to vote on the measure may test the threat of YankeeNets LLC, which owns the Nets and a stake in the Devils, to move the teams out of state.

Zhang Li, who won a bronze medal in the quadruple sculls last week in the Chinese national games, became the second female rower disqualified from competition for failing a doping test. Organizers determined her urine sample tested positive for enough testosterone to warrant a violation, the Xinhua News Agency said.
