Dad Likely to Get 1-Year Term in Toddler’s Death

A father of 13 who was convicted last month of involuntary manslaughter for leaving his 21-month-old daughter to die in a hot van last May should spend a year in prison, a Manassas jury recommended.
Investigators said the temperature inside the vehicle exceeded 120 degrees before passers-by found toddler Frances Kelly seven hours later.
The jury could have recommended 15 years in prison for Kevin Kelly, 46, for the manslaughter and reckless endangerment convictions.
