Burbank City Manager Bud Ovrom reviewed 16 applicants for the job of city ombudsman. The man he ultimately hired happened to be his own boss.

Bob Kramer, who used to help evaluate Ovrom’s performance, resigned as Burbank’s mayor Monday to take the less-prestigious but better-paying gig.

“I was fair to Bud,” said Kramer, 55, a retired painting contractor whose mayoral term would have expired next year. “So now I hope he’s fair to me.”

The ombudsman job pays $3,965 to $4,817 a month (Ovrom declined to reveal Kramer’s exact salary). That’s a big jump from the roughly $1,000 monthly stipend Kramer received for his part-time work on the City Council, which rotates the mayoralty.

Ovrom and City Atty. Dennis Barlow said no favoritism was involved with Kramer, who went through the normal hiring process.
