Let the Permit Agency Set Time Limits on Building

Regarding “No End In Sight” by Diane Garrett, Jan. 6: In my opinion, the problem [stalled home construction projects] can be solved by the authority that issues building permits.

Such permits are issued, based on architectural plans submitted, and it should thus be possible to determine reasonable construction time.

If plans are changed during construction, additional time, if needed, can be added to the permit. Add a margin of safety, say 30 days, and a completion date can thus be determined and made part of the permit.

Guaranteed financing must be part of the building permit as well, and once construction starts, the contractor is obligated to finish the project within the time allowed, or face a fine.
