* The World Trade Organization added China, Switzerland and Norway to the official list of complainants against a U.S. increase in tariffs on imported steel to help the embattled U.S. industry.

* U.S. retail gasoline prices increased for the second week in a row, rising 0.6 cent a gallon over the last week to a nationwide average of $1.384, the Energy Department said. The West Coast had the most expensive regular gasoline, with the average price in the region up 1.7 cents to $1.561 a gallon.
