* Duncan Moffat has been named president of Orange-based Data Aire Inc., a maker of precision cooling equipment, succeeding Bill Hoover, who retired March 1. Moffat is a former division president at Henry Co., a maker of roofing products.
* Alice Rosenblatt has been promoted to executive vice president, actuarial and integration planning, at WellPoint Health Networks Inc., the Thousand Oaks-based managed-care company
* Former TBWA/Chiat/Day managing partner Matthew Hofherr has joined Marina del Rey-based ad agency Direct Partners as chief marketing officer.
* Timothy Moore has joined Tatum CIO Partners in Los Angeles. Tatum is a national partnership of career chief information officers.
* Kurt Strasmann has been promoted to executive vice president and managing director at Grubb & Ellis Co.’s Orange County operation.
* Robert Wynne has been named senior marketing manager of law firm Manatt, Phelps & Phillips.
* Steve Lange, general manager of Los Angeles-based Weller/Grossman Productions, has been promoted to executive producer.
* Tom Meredith has been named vice president, research, of E-Poll, an Encino-based market research firm. He is a former executive at Intertainer Inc.
* John Pluhowski has been named vice president, corporate communications, at financial services company SunAmerica Inc. in Los Angeles. He formerly worked at American General Corp.
* Willem Mesdag, a retired partner at Goldman, Sachs & Co., has joined Los Angeles-based Davis Cos. as a senior advisor to company chief Marvin Davis to help manage his business affairs and evaluate new investments.
* James Orloff and Patrick Hepner have joined the Encino office of NAI Capital Commercial as senior vice presidents specializing in corporate real estate management.
