Family of Man Shot Dead by Police Sues City

The parents of a man shot and killed by a police officer while sitting handcuffed in a police car have filed a $10-million claim against the city.
Everardo Torres, 24, had been booked on suspicion of resisting arrest after police broke up a party on Oct. 27. His parents accuse Officer Marcy Noriega and other officers of using excessive and unreasonable force.
