2 Parties Agree on Plan for Kashmir Coalition

India’s two main opposition parties agreed to try to form a coalition government in the Indian-controlled part of Kashmir, possibly ending a dispute about the state’s top post.

If successful, Mufti Mohammed Sayeed, leader of the regional People’s Democratic Party, would head the government as the state chief minister. The party would rule in coalition with the Congress Party. Sayeed is expected to take office this week. The announcement was made by Sonia Gandhi, the Congress Party chief, after a meeting with Sayeed in New Delhi.
