Councilman Apologizes for Latino Remarks

A City Council member apologized for remarks he made last month about Latinos overpopulating downtown areas.
Bill Conrad opposed a plan for apartments because he thought they would attract families “with lots of kids.” He said that when Santa Ana promoted affordable downtown housing, it drew Latinos and created slums.
